Disable system file checker vista

Thanks for your feedback. OK, up until recently everything was working fine, I could delete files without the confirmation pop-up, as I selected in the recycle bin properties dialog. But now, every time I delete something the confirmation window pops up. I can open the recycle bin, uncheck the "display delete confirmation dialog" box, hit apply, then OK.

But when ever I go to delete a file, the confirmation pops up again, I go to recycle bin properties, and the box for that option has become checked again. So no matter how many times I uncheck that box, it reverts to checked whenever I delete a file. I've accepted the fact that I will have to manually unblock every file that has been downloaded.
